For wildlife images in the public domain, two sites to start with are the USFWS Image Library and the NOAA Photo Galleries:

In general, their artistic merit is somewhat wanting; but there are still some great photos to be found with a little searching--especially from the NOAA collection, which is the more extensive and carefully designed of the two.

There are also a number of excellent wildlife photographers with online galleries who are quite willing to give permission for one-time use, especially to student groups or nonprofit organizations. Offering photo credit and a link to their website usually works fine--and if not, just be creative! Other sites:
