In both places is one answer. Allocating time, skill, and knowledge is the question below the surface.
The language question must be asked and answered. Other language must be mastered, even to understand the problems.
My limited experience (India, China, Nigeria, Senegal) suggests that real change will only be made by citizen-leaders of the countries. Perhaps they can be taught here.
Enterprise-based efforts seem likely to win.
Foundation funds must get to the land and the people, not just to the fund-raisers. Foundations could support the testing and development of enterprise-based resource protection and social enhancement efforts.
There must be genuine concern for people at the edges of faunal-system areas. Efficient wildlife systems can be built, but they will be judged ineffective in the view of history if the animals do well but the human populations suffer or merely survive.
