The resource manager continually needs to address effectiveness, efficiently achieving stated objectives. The issue is usually measured in total costs (money, energy, time, etc.) per desired unit of change. Usually over-achievement is as undesirable as under-achievement. Perhaps a dollar spent in over-achievement could just as readily have been spent in reducing under-achievement.
Emphasis: work that achieves pre-stated objectives...exactly.
